Water service in the valley depends on your address. The Santa Ynez River Water Conservation District, Improvement District No. 1 shares conservation guidance such as mulching, planting drought-tolerant species and adjusting sprinklers with the seasons. The City of Solvang's landscape rebate program is currently unfunded and not taking applications. Many rural properties run on private wells. Permits in Town and Country

Solvang is an incorporated city with its own planning and building permits. Santa Ynez, Los Olivos and Ballard are unincorporated, so permits there come from the County of Santa Barbara. Most planting, paths and gravel work doesn't need a permit; retaining walls, structures and some grading may. We confirm per lot before the plan is final.
