Goleta Water District's Smart Landscape Rebate

Goleta Water District customers can get a one-time rebate of up to $750 per single-family meter for pre-approved items, according to the District's Smart Landscape Rebate Program page (checked October 6, 2026). It covers half of the cost of:

  • Landscape design, up to $250, when paired with other approved materials
  • Drip irrigation parts, sprinkler efficiency retrofits, rotating nozzles and laundry-to-landscape graywater parts
  • Water-wise plants and mulch, with at least three inches of mulch on planted areas
  • A smart irrigation controller
  • Permeable surfaces (artificial turf excluded)

How it works: apply first, wait for the dated Authorization to Proceed (receipts from before that date don't count), finish within 120 days, then send itemized receipts and after photos. A drip retrofit also needs a short video of your sprinklers running. New construction isn't eligible and the program isn't retroactive. We put the design and materials list together so it matches the application.

Hope Ranch Is on Its Own Water System

Hope Ranch and the area between Hollister Avenue and Hope Ranch get water from the La Cumbre Mutual Water Company, a shareholder-owned company that buys water wholesale from Goleta Water District and serves about 2,000 acres. Because the District's rebate is written for District customers, Hope Ranch owners should check with La Cumbre about any program before planning around it. The neighborhood also has its own homes association, so we ask about community requirements at the first visit. We confirm per lot.

Water Waste Rules

The District lists these permanent rules as still in effect (Goleta Water District):

  • No runoff from irrigation
  • No washing down sidewalks and driveways with drinking water
  • Decorative water features must recirculate
  • No outdoor irrigation during or within 48 hours after measurable rain

The District also suggests checking that timers aren't left on their factory schedule and adjusting with the seasons. Questions go to the District at 805-964-6761.

Creeks, Monarch Groves and Street Trees

Goleta's zoning code (Chapter 17.30) protects environmentally sensitive habitat areas. Along streams, the Streamside Protection Area buffer is generally 100 feet from the top of bank or the edge of the streamside vegetation, and can only be reduced to as little as 25 feet with a discretionary permit. In monarch butterfly habitat, vegetation removal is prohibited except for minor pruning or removing dead trees and debris that threaten safety or property. If your lot backs onto a creek or a eucalyptus grove, we check the setback before drawing patios or walls.

Out front, trees in the road right-of-way or on public property can't be removed or injured without City approval, and the City issues written permits for removals in appropriate cases (Goleta Municipal Code 12.02).

Fire-Safe Design Near the Foothills

The City of Goleta and Santa Barbara County Fire received updated fire hazard maps from the State Fire Marshal in March 2025, now classifying local areas as Moderate, High or Very High (City of Goleta). Where Santa Barbara County Fire's Development Standard 6 (revised February 2026) applies, the first five feet around a home, its attached decks and stairs is Zone 0: no plants, no combustible mulch or wood edging, no firewood, and noncombustible fences and gates. That applies to homes built after July 1, 2024 and to landscapes changed after that date. Zone 1 runs out to 30 feet. We design gravel, pavers or concrete next to the house, set fire pits on stone or concrete, and keep planting lean near structures. You can look up any address on the State Fire Marshal's FHSZ map.
