Pismo Beach Lawn Rules and Cash for Grass

Pismo Beach has some of the most specific landscape water rules in the county. Since May 18, 2022, the City has prohibited new irrigated turf for all development, while allowing artificial turf that lets water soak in (see Municipal Code Chapter 15.48). The same chapter applies the state's water-efficient landscape standards to permitted new projects with more than 500 square feet of landscape and to rehabilitated landscapes over 2,500 square feet.

On the incentive side, the City's Water Conservation Incentive Programs include:

• Cash for Grass: $2.00 per square foot of lawn removed and replaced with drought-tolerant landscaping, up to the lesser of $10,000 or 50% of total project cost, with minimums based on lot size. New landscaping needs drip or micro-spray irrigation on an automatic timer.
• Smart irrigation controller: $100 toward a qualifying weather-based controller.
• Rain barrels: $50 per barrel, minimum two, up to $200 per household.
