Inside city limits, the City Building Division issues permits and inspects the work. Applications go through the City's PasoPermits portal. The Building Division phone is 805-237-3850. We confirm what your project needs at the design stage and prepare the drawings.
- Oaks. Under the City's Oak Tree Preservation regulations, removing an oak 6 inches or more in diameter (measured 4.5 feet above ground) needs a permit, and the ordinance protects each oak's Critical Root Zone. We keep patio bases, wall footings and trenches out of that zone wherever we can.
- Fire hazard zones. The City's Fire Hazard Severity Zone FAQ says there are High and Moderate zones inside city limits but no Very High zones. We still check your parcel on the State Fire Marshal's FHSZ map and use pavers, gravel and noncombustible borders in the first five feet around the house; see fire-safe landscaping.
- Turf rebate. If you are replacing irrigated lawn with permeable paving or low-water planting, City water customers may qualify for the City turf conversion rebate. A pre-inspection is required before work starts.
